Admission of foreign citizens and stateless persons to study in the academic year 2026/2027 is ruled by the Article XVIII of the RULES FOR ADMISSION TO THE FEDERAL STATE-FINANCED EDUCATIONAL INSTITUTION OF HIGHER EDUCATION «VORONEZH N. N. BURDENKO STATE MEDICAL UNIVERSITY» OF THE MINISTRY OF HEALTH OF THE RUSSIAN FEDERATION for 2025-2026 approved by the order of the rector No 824 of 29.12.2025

The foreign citizens and stateless persons have the right to federal funding of their education on the grounds of international treaties of the Russian Federation, federal laws or the education quota established by the Government of the Russian Federation (hereinafter referred to as the education quota for foreign citizens), as well as the right to education at the expense of individuals and legal entities according to contracts on paid educational services.

Foreign citizens applying within the education quota for foreign citizens should provide the reference of the federal  executive authority that exercise public functions of policy making and legal regulation in higher education. The enrollment within the education quota for foreign citizens is formalized by a separate order (orders) of the rector of the university.

Foreign citizens applying on the grounds of international treaties should submit documents confirming applicant's eligibility for admission under conditions of the relevant international treaties.

Foreign citizens and stateless compatriots living abroad should provide the documents (original or copy) proving that the compatriot living abroad belongs to the groups provided for in Article 17 of the Federal Law № 99-FZ, "About a state policy of the Russian Federation concerning compatriots abroad". Special rights in case of admission for specialist programs provided according to the Federal law No. 273-FZ do not extend to the compatriots if the international treaty of the Russian Federation does not provide other.

The university has a separate enrolment competition for international candidates.

Entrance examinations for international candidates

International candidates, have the right to be enrolled by results of the Unified State Exam.

The documents for admission need to be submitted within the following terms:

From 20 June till 10 July 2026 – for enrollment of international candidates on a fee-paying basis by results of the examinations held by University

From 18 August till 23 September 2026 – additional admission of international candidates on a fee-paying basis ONLY for English Medium Program in in General Medicine

The entrance exam schedule is authorized by Director of Admissions (Rector).

The members of the examination board are determined by the order of the rector of the University.

Dates of enrollment (Declaration of consent should be provided):

• · international candidates applying within the education quota for foreign citizens – not before 01 August 2026;
• · international candidates applying on a fee-paying basis – 7^th  August 2026;
• · additional admission for English Medium Program in General Medicine – 25^th September 2026.
